Yup just like the state of California is required to release water from reservoirs otherwise they would have enough water for summer and can't then push more water use restrictions.

I sure hope the PNW doesn't run into a gas shortage this summer and have to raise prices even further cuz no reserves. Then the cost to refill those reserves.. I bet Biden admin ignores it and leaves them empty till November. Then Trump will just fill it with our own oil rather than buying from external sources.

The reasons they make up to do what they do is all a show. They make whatever they want to do legal and you get replies like the one above saying it's mandated. Cuz they said so..
