There are lots of bridges available between networks and other L2s. There are lots of dapps you can use. Scammers will send you authentic looking fake dapps that will give them control of your wallet and the funds in it.
You basically need to bridge eth from the eth network onto the arbitrum L2. I think bridge.arbitrum.io is the way I would go about just to get eth there onto that network.
Question is why do you need to do it on arbitrum? Is your USDT on arb or eth?
