The original one to propose the League of Nations was Woodrow Wilson and the League of Nations was the Foundation of it. Ultimately it was rejected by the senate but it was a U.S president that proposed the idea of a Unified International Body.

Then obvious the UN was negotiated for in San Francisco as to what it's charters and rules should be and it's headquarters in NYC because America played a prominent role even if other nations did as well.

Undeniably America was a centerpiece to the entire rules based order. The ICC is a very modern institution that has been built overtop of the Rules based order America pressed for in the wake of WW2 to prevent it from happening again.

Many things like the Security Council and the idea of Territorial sovereignty and collective security was pushed for expressly by America and they tried and failed to get an even stronger statement on human rights in the original charter.

Today it is the U.S navy that protects Shipping lanes with some help from others but of course a lot rests on America the majority. They are the ones that defend Taiwan, SK and liberated Kuwait and even told France and England to stop invading Egypt with Israel during the cold war. While they have not done as good as they could in Ukraine Europe Alone in the beginning and even now can't sustain it.

It was America that set up the war crimes tribunals in Kosovo back before the ICC even existed.

The real answer to this is that America believes it is the source of the rules based order and so of course. When you ask who the king is the king is the one that isn't ruled by the laws. However, there is a reason a king or a president is above the law. It is so they can do their duties without fear. That is the reality.
