Immigration temporarily takes pressure off the government/civil society to actually fix underlying structural problems in the economy/civil society. So just like a bandaid masks a bad wound, immigration masks structural problems that need to be fixed. Also, a country can become hooked on immigration like a drug. The economy restructures itself to accommodate large flows of immigrants.
