I fly Europe-Asia/Africa regularly. I use a few different airlines, but they behave very similar. You will be told during the safety briefing that you should keep your belt fastened at all times being seated.
If they need to illuminate the seatbelt sign during flight due to turbulence the crew will check that belts are on all pax, and you will be reminded to keep the belt on at all times even when the light goes out. There will always be people that do not pay attention, do not care or think they know better. There will be people that are not familiar with flying or do not understand why they are being told this. There will be all kinds of people.
There is also an another problem, cautious pilots that will keep the seatbelt sign on for extended periods of time. I have many times had the seatbelt sign on for 2-3 hours while crossing the Bay of Bengal without a single ripple being felt. This becomes a problem because at some point someone needs to go pee. The question you then face is: is the seatbelt sign on because the pilot wants to remind everyone at all times and be cautious, or is it on because they know something specific that the passengers can't evaluate on their own.
My best tip so far for turbulence: if the seatbelt sign comes on but the crew isn't told to be seated means "there will be some bumps". If the crew gets told to get seated means "tighten up, don't think about leaving the seat".
