MEV bots exploit information available to everybody, in the mempool. In theory, everybody could exploit it and extract MEV. It is actually the purpose of MEV-Boost, the Flashbots software that "open the MEV market" in order to make it more competitive.

What these 2 brothers did is not exploiting public information.ation. They attacked a centralized software (MEV relay) to make it do something it's not supposed to do (reveal the block body without/before submitting it).
