The CPC know they can't be voted out of office. All they really worry about is a citizen uprising. Tiananmen Square really gave them something to think about.

So they concentrate on keeping their citizens employed. And in the case of coal versus oil (or natural gas) that means coal.

Add on top of that the desire for any country for energy security and using their coal starts to make a lot of sense to them. Sure, making solar panels does too. Because that also keeps people at work (and mining! just not coal). But the solar panels can't cover the entire day or demand with current technology. So they'll still be using thermal plants (coal) for the foreseeable future.
