Really the question is what happened in 2010 that made that requirement. Also the question becomes what are the limits of what restrictions states can put on parties. The timeframe of the DNC, and the RNC, in the past has only ever been an issue in Ohio and I believe one other state. So the question becomes should Ohio be able to dictate when the DNC happens.
