You are misunderstanding the 7 - 8% average. What that looks like year to year is: 12%, 16%, 9%, -15%, 21%, 15%, 17% etc. Most folks continue to invest during the down years because if you pull your money out, its hard to time the bottom - its usually not clear the market is out of the woods until 6-9 months into a bull market.

That said - a lot of people do try to time the market. Despite what people tell you on here, it's certainly possible if you keep your finger on the pulse of the market, its just very hard to time the bottom. You can get dead cat bounces that last months in the middle of a bear market.
