I'd assume committee of people have to agree to change something when it's the standard and is what is also being instructed in schools of all grades, and not just 1 person, but honestly who knows? Google would be a better way to look this up imo, I'd you'd find the answer anywhere. Didn't question it much myself because I can question it all day and then be wrong on every assignment I had with it on there.
