Sort-of. You are correct Marx is mainly an economic analyst, which is why most modern Marxists are Marxist-Leninist since Lenin expanded it into the political science territory. Marx's communism does come from socialism as you say, but it's not really a hard divide: he believed that the post-capitalist state would eventually dissolve purely because it wouldn't be doing anything anymore. That is the aim of communist governments, but the government is required as a stepping stone to both create the material conditions required for such a society, and also to foster the cultural requirements such that a stateless culture wouldn't devolve into chaos.
Between workers taking over the state and the state dissolving, the government exists for a while in a quasi-socialist and quasi-communist manner that doesn't really have a good name and is still generally just referred to as a communist government among MLs.
