The problem is verifying it half the time. It’s so easy to spoof your location around the world that it’s often not possible to say 100% with pinpoint accuracy that X country did this. A lot of it is educated guessing.

If that were the policy, it’s also probable that you could get country X to do the attack in such a way that it *looks* like country Y. So then country Y gets into a war it didn’t start. Country X creates huge disruption with no danger to itself.

Also is it a state sponsored action? Is it an independent hacker group? Not really any way to tell.

I don’t think I’d want a declaration of war based on something as tenuous as a cyber attack. It’s far too up in the air to be the basis of a war and too easy to abuse at a global level.
