In both cases, the enemy had a safe haven beyond a border the US could not cross. Invading North Vietnam would have involved the Chinese again, possibly even the Soviets. The US could do little more than bomb the enemy and fend off whatever assaults the NVA and VC threw at them. Militarily speaking, the US inflicted massive casualties on the North Vietnamese, far more than we sustained, but there was no way to end the war so long as North Vietnam wanted to keep fighting, since they could just retreat across the border. Then there was the whole Ho Chi Minh trail through Cambodia and Laos. Which provided largely safe resupply and reinforcements into the South. There's little the US could do about any of this without greatly expanding the war, which was not on the table.

Hilariously, the US made the same mistake again in Afghanistan, with their safe haven in Pakistan for arms, funding, and intelligence.

You can't win a war under these limitations.
