Rehabilitation is much cheaper, intervention cheaper still, a basic social safety net and welfare program so that people don't feel that crime is their only option cheapest of all and mental health and drug treatment programs. The level of effectiveness is actually inversely proportional to their cost, tge cheapest options are better.

But our society would rather spend a fortune to "punish" than spend far less to reduce crime.
