From what I have read in articles, my understanding is the UN has workers / warehouses in Gaza that take charge of distribution. Hamas loves to have its militants dress up as civilians and shoot / bomb soldiers so there is no way the IDF could directly distribute supplies like you suggest.

The West Bank settlers are absolutely a problem, but that is a separate issue. Hamas barely cares about Gazans. There is no way the settlers are the reason Hamas chose to commit the October 7th attack.

Even if Israel dismantled all the West Bank settlements like they did in Gaza in 2005, I doubt Hamas would return the hostages.
