SMS and MMS are typically still charged per message over there. SMS has a 160 character limit without emojis and 70 characters with emojis. If you remember years ago most phones would send your long texts in multiple messages. Well, SMS is still the same you just don't see it because the phone on each end re-assembles the message for you (whoops that 161 character text just cost you double). MMS costs even more so that's all pictures and videos. Up until a couple years ago roaming was still a huge thing in Europe, I could go from my home country where there is no roaming then go 10 miles across the border to another country and now I'm roaming which would have added even more to cost. WhatsApp just combined all these things together in a low cost package and had the first mover advantage everywhere else besides the US where roaming was encountered less and messaging charges weren't much of a big deal. I remember when we even started getting free night and weekend texts in the United States AS A KID, whereas most are still paying per usage everywhere else. Once it got big enough it just became easier to message people and create group chats on WA since you knew everyone had it and everyone was using the same app, service, had same features no matter what brand cellphone you are using.
