1) Jews were already moving to Palestine in large numbers 2) Jews had already formulated the idea of returning to their originating homeland which they had kept culturally relevant for 2000 years while in exile 3) America was tired of Jewish immigration and started to close the door through quotas and Europe was experiencing rising antisemitism which is literally what was causing the Jews to flee
