I think it should be like "as your wealth crosses a billion, the wealth tax you face approaches but doesn't quite reach 100%. This still gives a true grinder the ability to push the limit but the amount they'd be contributing to society to make that extra tiny margin would be like 99 million in tax for that first million after hitting a billion.

Of course you could just implement this instead at a much lower amount (like 100 million? No one really needs more than that to do anything other than own ludicrous physical assets - pretty much anything short of mega yachts or mega buildings is affordable with 100 million).
