That said, the person I was relying to was putting it in the context of libertarians and the meme of “libertarians will never build and or maintain roads because they’re too selfish for anything communal.”

Stepping away from memes, Haiti is not libertarians and rather more closely resembling a warring states period of lawlessness and factions rising and falling. Warlords squabbling for territory and power and clashing with the civilians caught in the crossfire. Not a libertarian fantasy as whichever warlord wins becomes the government for their territory.
