I’ve taken more standardized tests than I care to explain for a multitude of things. In every single one of them, including IQ tests, the percentile is what percentage of people you test better than. If you are in the 95th percentile then you did better than 95% of people who took the test and your IQ is 125 (solidly above average). If you are in the 5th percentile you did better than only 5% of people and have an IQ of 75 (solidly below average).

In the small chance you are actually serious because it really doesn’t feel like it, please let me know where the miscommunication is, and also what you mean by “It is not the individuals”.
