And by the way, if the government is pursuing criminal activity they will always subpoena a site, and more often than not get that data. So yes, paying for access provides the same level of guarantee for privacy.

What filtering and monitoring solution doesn't require some means of gatekeeping access to what is beyond the filter? Hint: There isn't one. If a problem requires gatekeeping, then there has to be a gate and method to verify those who want to go beyond the gate.
