This is a great way to sow confusion, uncertainty and doubt. Say what you want about random government offices, but having to wade through decades old webpages to find applicable contact information within a huge directory is terrible. It's easier to just ask a web bot .. or an official app .. where to go/who to call/what to do. This increases trust that the office will actually deliver it's promised services. Closing it down and forcing users into a larger hierarchy is stupid.
As an example: Suppose your local bus agency didn't have a facebook handle to publicly post complaints, videos, and ask questions about local bus routes or backpack policies. It's not that they should have such a media presence, but imagine if that agency's official response to this problem was to direct you to Amtrak's national office in Washington DC. Now apply this to something like veteran benefits, school lunch choices or rural telephone service.
