It's not untenable, it will just require strong regulatory safeguards to be put into place for non-paying users. If someone pays for access to any adult content, they've already given up a good chunk of their PII to get in the door (most websites aren't a cash-only operation). So these laws wouldn't really affect them unless they're using someone else's info.

The group that gets hit the hardest by this are free users who never even make an account. The sites only care about them for possibly trying to convert them to paying users or shoving ads at them.

Maybe, maybe not. Any sites that fail to meet regs and end up mainstream are going to get attention, and they don't want attention. A lot of illegal porn sites went underground years ago because of that, and it takes a concerted effort for someone to seek out and find them.

I'm not necessarily a supporter of this method, but I am a supporter of figuring out how to keep young minds out of the unfiltered web when it's clear how dangerous it is, and how neglectful parents are in general on the matter. But I don't have a solution myself.
