Insurance rates are tightly regulated in CA. Increasing rates is an incredibly slow, difficult process. So, insurance companies have been pulling out of CA or stopping writing new policies bc they cannot operate profitably with the low rates, and fighting to raise rates takes years. If the state of CA allowed them.to charge enough to be profitable, they would def stay.

But of course, shit like the wildfires is a huge problem.
