Not really the best person but here is my attempt.
To way oversimplified, Haiti has many similarities as other failed states probably a notable one in recent memory being Afghanistan.
It is very difficult to transition from a colonial entity ran by foreigners to governing yourself (there is no class to take how to govern an entity as large as a country.) A lot of posters have done a good job at summarizing the factors that greatly contributed to severe hardship (international isolation, crippling debt, war with the Dominicans, etc.)
Its first government was overthrown by the autocratic Duvalier family (1957-1986). Another short-lived but weak democratically elected government followed (1986-2004) but it was overthrown by The National Revolutionary Front for the Liberation and Reconstruction of Haiti. Essentially the assassination of its latest president Jovenal Moise (2021) was the final straw.
In summary, the super oversimplified reason is that no one government could maintain power long enough to bring stability (contrary to belief even a first world country like France went through five republics before stablizing.) Haiti did not have the safeguards a country like France did and thus it failed.
