CBDC just stands for "Central Bank Digital Currency". Nothing in that implies blockchain. It just needs to be a currency, that is digital, and issued by a central bank.

Again, nothing about this says that it's public, or even uses a blockchain.

This is *exactly* what I meant in my first comment about people fundamentally missunderstanding what CBDC is or means.
