In any geopolitical or geostrategic balance of power, maintaining parity of capacity is critical beyond all other considerations.

It would be nice if we could globally ban AI. But that’s naive. We have to hope that structures and guardrails exist in these institutions to ensure that the ultimate development and usage of these technologies are ethical and responsible and sober. But it’s a fantasy that we can just defer to a progressing world - much of which wishes us harm.
