A) People fear change and want their neighborhoods to remain exactly the same, with no newcomers B) Our car-centric society means that people equate increased population with increased traffic, meaning that any substantial amount of new housing is opposed on traffic grounds C) People don't want the value of their homes to go down, and supply-and-demand applies to houses as much as it does anything else. If you build lots of new homes in an area, you devalue the prices of homes in that area - which is great for renters or new buyers, but less great for people who have equity tied up in their homes. D) The list goes on and on, really

You should actually look into NIMBYs. They suck.
