If the answer is anything but yes, this is why the UN exists, because having any kind of peace with hostile nations demands neutral ground and in effect, useless talk and action. Why should a nation that you're adversarial come to any kind of tabled discussion unless you're literally *murdering them*. They have sovereignty. As do you.
