An individual owner will always do what's in their best interest, and in game theory they pretty much have to. It's not a matter of greed as much as expedience. It doesn't matter if your home sells for a million, if the only thing you can buy after you sell is 1.2 million. However think about this: an owner holding out against a property developer who offers them over market value for their house so it can be turned into high density, has no reason not to take the offer, except to protect their neighbors walking the same tightrope.
