Should and are are different things. By your logic the president should have the power to enforce it as well.

Yes that protection does not exist. Its like any other law. If a law cannot be enforced then what is the point in having it. Congress has the exclusive right to enforce the amendment. Why specifically give Congress the power if they didnt mean it to be exclusive? They could have easily written it to say the states have power to enforce just like the 18th amendment.
