In Germany, laws are laws - no matter if they are part of the GG or other law texts, the example I linked is also not part of the GG, but of the StGB, yet it could not be changed retroactively. Same applies here. IF Germany deems the law bad, they can move to change it for further infractions, not fur current court trials. Difference is the majority needed to change them (or inability to change them at all for a select few articles of the GG).
