If that's the case, we can only compare deaths directly caused by combat from both conflicts. The civilians killed in Afghanistan number 45-50,000 whilst those of the insurgents are around 55,000.
This brings the ratio in Afghanistan to under 1:1 (which includes civilians killed by all sides) whilst the ratio in Gaza is at around 2:1 (if we believe IDF PR).
This means the IDF is proportionally killing twice as many civilians as the US (et al) did in Afghanistan.

I get what you mean, and I agree about the fog of war muddying things up.
My point is that even if we take one IDF claims at face value and believe they're entirely honest and accurate, *they're still killing more than twice as many civilians per combatant than the US*.
