The ISIS video thing is relevant because it's a case that went the supreme court dealing with this exact subject and there are not a lot of cases to reference like that, and the video was on youtube in this case.

And once again I am not a lawyer, so I am not going to play that game. Correct me if I am wrong here, but you seem to have the belief that a subject should no longer be considered if your perceived opposition start talking about it, whereas I believe we should fix problems regardless of who gets credit and not let bias or perfection get in the way of progress.

If you want my general thoughts on how things should be regulated and not specific to this exact code, here are a few tech related ideas I would like to see talked about more in regards to US lawmaking. Data privacy laws, internet media publishers being held to a basic set of standards just like every other media publisher has had traditionally, algorithms should have some sort of oversight or transparency to ensure public safety, users getting options to choose which algo they want to use could be good. If we are talking beyond that an international agreement on acceptable use and what constitutes an attack would be great (a cyber centric geneva convention of sorts), minimum standards for security, required centralized reporting for breaches to a public/private partnership organization, government and businesses being legally required to report exploits they find instead of hording them to use for themselves later. There are probably more, but this is what I have off the top of my head at this time.
