They gave up their nukes in the same way Libya gave up theirs, assurances of non-hostility. Both countries where then later invaded by their overwhelmingly more powerful opposing party. This is why North Korea wont ever drop their nuclear ambitions. Criminals are born of opportunity and sometimes necessity. Libya was flattened because the US had the opportunity no consequences. Ukraine was invaded because Russia saw it as both necessity, and closing window of opportunity.
I think Finland pre-NATO represented the best historical example of what a smaller neighbor should do in the face of a superpower neighbor; be neutral and be extremely well defended. With the Soviets at their peak and most aggressive, Finland was fine. They proven that invasion was not worthwhile, and further demonstrated that invasion was not necessary by staying open and neutral.
What Ukraine did that Finland didn't do, was a. have a weakened national defense while b. making clear inclinations of joining hostile political factions.
