The state can run an age verification web service that issues a session token after the user proves their age using state issued ID. The token does not contain user identifying information. The token is signed by a private key that the state keeps secret. The state's public key can be used to validate the token. This proves the token was issued by the state but the token does not identify the user. The age restricted sites have to validate the token using the state's public key and enforce the expiry date in the token. The state doesn't know what the user did with the token. The age restricted site doesn't know who requested the token. This is pretty simple public key cryptography stuff. Same tech that makes things like HTTPS work.
