That has not been my experience at all. I was on Medicaid, my younger sibling had a seizure as a young teen, because he developed epilepsy. He was taken on an ambulance to a hospital 3 miles away, then a bigger hospital on another ambulance for 2 days 15 miles away. Medicaid made it so we didn't have to sell our house to pay the bills. We didn't have to argue with them, or deal with out of network vs in network, it was legitimately amazing.

Additionally, State Medicaid programs are much better at detecting and prosecuting fraud, as when doctors commit Medicaid fraud, they are stealing from the government, whereas private insurers basically pass whatever costs they accrue to you (with a decent margin of course!) and have no incentive to stop fraud if you'll pay the premium no.matter what.

Also better funded is debatable, it's a common thing where private schools get away with paying teachers less because they have lower class sizes.
