Then what's the point of regulating just the companies? All the bad stuff like deepfakes, CB weapons, AI-malware, etc will be done by bad-actors, states, or individuals using open-source. Open-source is always a little behind the companies, but not by much - 6 months, a year, tops. And the state-stuff will always be cutting edge technology anyway. I don't see the point of regulating just the big companies if you can't regulate the other stuff, which you can't.
