While I'm not disagreeing with you, there *is* a culture of fear that is propagated in many police forces. Cops are taught an "us versus them" mentality, and told that "you need to be aggressive and take the offensive, if you want to make it home to see your family every night." Look up Dan Grossman's police seminars. Similar to the old adage "When all you have is a hammer, every problem looks like a nail," when you choose to constantly rely on your gun, every problem begins to look like a target. Look at that cop who emptied his entire magazine at his own cruiser with a handcuffed suspect inside because he heard an acorn bounce off the roof.

They learn that everyone and anything who isn't a cop is a potential threat to their lives, and it's better to shoot first and ask questions later. And even if there was no threat, chances are the rest of the department will have their back, and they'll face no consequences.
