Where are you seeing -5.82% since inception? To me it looks like it's been +39.14% since inception.
That said, looking at it since inception isn't all that helpful since VGLT is just an ETF of a much older asset class: long term US treasury bonds. So the question here isn't about how "VGLT" specifically performs, but rather about how long term US treasury bonds perform.
So the reason to pick VGLT (or TLT or EDV or any other long term treasury ETF) over BND is that it has longer duration and will be less correlated to the stock market. BND holds a mix of corporate bonds which tend to perform much more similarly to stocks than treasuries do.
In general I would avoid looking at recent past performance when looking to pick a bond fund though: the last few years have been one of the worst bear markets for bonds in history so all them will look like total disasters.
