It's self selecting. First, one of the origins of cops in the US is slave patrols and anti union strike forces. Already the type of person that wants to join that group is going to be limited. Then time passes and cops are the ones harassing minorities in big cities. The worst of it was before the civil rights movement, but stop and frisk in New York only ended in 2014. Ten years ago, and that was just a way for cops to harass anyone on the streets they felt like, turning anyone who looked like the type of person cops should worry about (usually black people, people walking at night, people cops didn't like) into second class citizens that constantly get harassed by a supposed "protect and serve" group.
Who would want to join that group? Sure, there are police who aren't pieces of shit, but the organization's roots are in a large way rotten.
