No congenitally blind people have ever regained vision except legally blind people who possessed the sense of sight but had other issues like congenital nystagmus or severe nearsightedness. The few remnants of visual processing that remain in congenitally blind people, for example in dreams, are generally thought to be the result of sensory substitution, cross-modal neuroplasticity, and REM sleep's effects on the development of the visual cortex. The only exception is using gene threapy in young children who haven't lost the necessary cells yet to apoptosis.

Lastly, you are making claims that are spilling over into philosophy, not just science. We simply have no idea what consciousness really is, let alone how it works. The connection between subjective, conscious experience and brain activity is a philosophical one as much as anything else.
