That's 10% of the population of Oregon. It isn't nobody and it does give greater power to Idaho. (I assume you meant Idaho in your second sentence.) I think your idea of finding a way to make it population neutral would be the only viable path, but only if the states remain continuous. That would be pretty interesting.
