Unless your municipality/state/county has laws for where animals are allowed to be, then common property laws (which sadly, but also fortunately, animals are considered) would apply instead; and that officer destroyed, damaged or took your property unjustly, which is explicitly unconstitutional, so that County Sheriff essentially lied. Even if they *do* have those laws, they don't give officers of the state(as in the government) carte blanche to unilaterally deprive you of your property without just and due process regardless as constitutional laws always supersede all other laws to which they have an explicit say on the matter, and it does for property rights as it concerns officers of the state "taking" from you.
