Basically the Republican state legislator redrew the maps for determining the boundaries of congressional districts in their state in such a way such that the lines were deliberately drawn around black neighborhoods to encapsulate them all into as few districts as possible that way it would dilute the voting power of them

Basically if you had to districts with a reasonable amount of black voters in each one instead of risking the possibility of those black voters electing a Democrat to represent that district you redraw the boundaries so they are all in one district therefore increase the possibility of them only electing one Democrat total stead of two Democrats in each district.
