In standard finance terms, in which risk is essentially synonymous with downside price volatility, no, there is no risk to short term high quality bonds. Rates falling and resulting in long term bonds returning more than a series of short term bonds over the same term would be more qualified as an opportunity cost.
Some munis are not high quality and many are illiquid, which are risks. I'm not sure if those are the kinds that crazybutthole is referring to.
