I think if there's one broad and universal takeaway from social science and policy research it's that humans do not always behave in ways you expect them to. It's not like this is novel, Alan Turing was chemically castrated. It's just not a common punishment anymore.
Chemical castration is extreme even if it's theoretically reversible. As a rule of thumb would you be comfortable being castrated *by accident* (because the government will fuck up and get the wrong guy at least once) even if there wasn't strong evidence that the number of sex crimes would go down? Personally I would want some assurances of efficacy that were more than theoretical.
