Has the power to enforce. Not that they *must* pass legislation for the Amendment to come into force.
Do you think slavery has been illegally abolished? Because the 13th has the same language, and there is no legislation outlawing slavery.
Do you think we don't actually have Due Process rights? Because that's also in the 14th, and there is no legislation that was passed to execute them.
Every other clause of these amendments are considered self-executing, but SCOTUS is singling out the disqualification clause and treating it differently for political reasons.
