It says:

Not that they must to have it take effect.
If we went by SCOTUS' logic, then the Due Process clause has been illegally applied as well. That's in the 14th, and there's no legislation to enforce it. But SCOTUS has ruled that that, and everything else in the 14th (and 13th, which has the same language) is *self-executing*. Because of course it is. It would be absolutely insane to say that the amendments that abolished slavery and gave Due Process don't *actually* do anything execpt allow Congress to pass laws doing so.
They're treating disqualification differently than every other ruling SCOTUS has ever made about self-execution with these amendments.

This also isn't true. At all. SCOTUS has allowed a lot of states rights stuff when it comes to presidential elections. The state can regulate how electoral votes are allocated, whether or not faithless electors are allowed, and crucually, *what the requirements are to get on the presidential ballot*. Every state has different rules for that.
