I think both. Drones (and ATACMS and Storm Shadow) are basically the most effective weapon Ukraine has right now and so they are probably trying to maximize their effect. I also think they are really hoping to make maximum use of F-16s as soon as they arrive (just as they did with HIMARS, Storm Shadow, and ATACMS when they first arrived, hit the Russians hard before they can adapt to the new weapon) and hoping to open a few corridors where they can use F-16s for some surprise strikes.
